He replaces Kaye Mand who retired in March. Powers was selected following an extensive recruitment of both internal and external candidates and brings 25 years of experience to the position. In his role, he will oversee the County\u2019s $2.9 billion budget.<\/p><p>Powers, who has experience in the public sector at both the federal and local level, most recently served as the Deputy Chief Financial Officer in the County Executive Office. In this role, he managed a team of analysts focused on matters related to budget, operations, finance, policy, legislative, strategic planning, and analysis. In addition, he served as the lead on financial matters related to the County\u2019s response to the COVID-19 pandemic and oversaw $500 million in COVID funding. <\/p><p>Prior to his tenure with the County of Ventura, Powers worked in the defense industry for Lockheed Martin and Raytheon Corporation on critical defense projects on a national and global level. His background includes experience in public sector budgeting, strategic and infrastructure planning, and capital projects management. <\/p><p>\u201cScott is driven by a decade-long commitment to County budget management and has an unwavering dedication to service,\u201d stated Dr. Sevet Johnson, County Executive Officer. \u201cI thank him for his willingness to serve the County and community in this capacity. Scott\u2019s transparent and forward-looking approach to the budget will continue to allow the County to maintain financial strength and sustain critically important services in support of all our communities.\u201d <\/p><p>Powers holds a bachelor&#8217;s degree in public administration and political science and a master\u2019s degree in public policy and public administration. He is also an adjunct professor at California Lutheran University for the Master of Public Policy Administration program. <\/p><p>\u201cI am deeply honored and thrilled to be selected as the Chief Financial Officer for the County of Ventura,\u201d said Powers. \u201cThis position represents a tremendous opportunity to contribute to the financial health and stability of our community. My goal is to ensure fiscal responsibility, transparency, and strategic planning that will support the county\u2019s growth and prosperity moving forward.\u201d<\/p><p>Power\u2019s annual salary will be $308,860.
