VENTURA, Calif.- The County of Ventura is inviting public input as it prepares to apply for the State of California’s Prohousing Designation, a program that recognizes jurisdictions that go beyond state housing laws to accelerate housing production and reduce barriers to development. On April 28, 2026, the Ventura County Board of Supervisors will consider adoption of a resolution at 10:30 a.m., authorizing the County to apply for, and participate in the program, marking the start of the public process. The hearing of the item at the Board of Supervisors meeting represents the first opportunity for community members to share input on the proposed application.
Following the Board meeting, the County expects to open a 30-day public review period from April 30 through May 29, 2026, and provide several opportunities to gather input. During this time, residents will be able to review the draft application and submit comments. The Prohousing Designation Program, offered by the California Department of Housing and Community Development (HCD), recognizes communities that take steps to increase housing supply, reduce barriers to development, and promote fair access to housing. If approved, the designation would benefit the County of Ventura by making it eligible for state funding opportunities to support affordable housing, infrastructure, and community development projects. It may also improve the County’s competitiveness when applying for state grants tied to transportation, climate, and housing programs.
The County’s application highlights existing policies and efforts to accelerate housing approvals, reduce development costs, and update land use policies. It also includes proposed actions to support housing development and address local housing needs, including affordability challenges faced by many residents. These actions are intended to make it easier to build housing while maintaining community priorities.
County officials encourage residents, community groups, and stakeholders to stay informed and take part in the process. Public input will help shape the final application and ensure it reflects the needs and priorities of communities in the unincorporated County.
