Ventura, CA — The County of Ventura is pleased to announce it will receive nearly $28 million in state funding to develop permanent supportive housing near 1732 S. Lewis Road in the unincorporated area of Ventura County. This funding, announced on August 21, 2025 by the California Department of Housing and Community Development (HCD), comes from Proposition 1 funding, California’s mental health reform bond.
This substantial investment will create 88 permanent supportive housing units for individuals experiencing homelessness. In addition, one unit will be reserved for a resident property manager to provide on-site support and security. The development will also include community gathering spaces and offices for case managers and support staff, fostering a welcoming and supportive environment for residents.
“This funding marks an important milestone in our efforts to address homelessness in Ventura County by providing safe, stable, and supportive housing for vulnerable residents,” said Supervisor Janice Parvin, Chair of the Ventura County Board of Supervisors. “We remain dedicated to working closely with our partners to bring this project to fruition and enhance the quality of life for those in need.”
The County partnered with DignityMoves and Many Mansions to apply for the funding following a competitive procurement process earlier this year. DignityMoves will serve as the project developer, while Many Mansions will act as the long-term operator and leaseholder. Many Mansions is currently finalizing a 49-unit senior housing development on the adjacent lot. The state grant will cover both development and operating costs, ensuring the project’s long-term sustainability. The 55-acre Lewis Road campus already includes Casa Pacifica, Linda Parks Park, Growing Works Nursery, and other projects.

The state funding requires a local match. Gold Coast Health Plan has generously committed $2.5 million, and the Ventura County Board of Supervisors approved additional matching funds at their April 8, 2025, meeting. The Board will consider a $2 million contribution toward the project from the City of Camarillo on August 26, 2025.
